According to reports of Troop I of the Missouri State Highway Patrol:
• Kelby D. Hutsler, 24, of Salem, was arrested at 11:45 a.m. March 8 on a misdemeanor Phelps County warrant issued for failure to appear in court on a charge of failure to register motor vehicle. Hutsler was held in the Dent County Jail pending payment of bond.
