According to reports of Troop I of the Missouri State Highway Patrol:
• Stephen S. Manning, 56, of Salem, was arrested at 5:28 p.m. June 16 on charges of felony possession of controlled substance (methamphetamine), felony manufacturing of marijuana, misdemeanor possession of drug paraphernalia on a misdemeanor Crawford County warrant issued for a charge of failure to appear in court on a non-moving traffic violation, and on a misdemeanor Franklin County warrant issued for a charge of failure to appear in court on a non-moving traffic violation.
