The City of Salem Board of Aldermen met twice last week, July 26 for its regular meeting and Friday for a special meeting.
The special meeting was called due to a Wednesday resubmission deadline with the Missouri Department of Natural Resources.
Mayor Greg Parker explained that DNR contacted the city regarding a May 24 resolution (18-2022) that authorized the mayor to sign an application with DNR Financial Assistance Center’s state ARPA grant programs for federal financial assistance provided to the State of Missouri by the U.S. Department of the Treasury. The city plans to utilize that assistance on the wastewater treatment plant.
Parker explained that, according to DNR, the resolution needs to provide the mayor’s name in order for it to meet the application's requirements.
“I spent several hours on the phone yesterday just to get someone who could tell me exactly what we needed to do,” City Clerk Tammy Koller told the board.
The board subsequently passed the new resolution (25-2022). The city has until Wednesday to resubmit a resolution.
Also on Friday, the board unanimously voted to approve resolution 24-2022, which authorizes the mayor to execute an agreement between the City of Salem and Missouri Public Utility Alliance Resources Corporation Mutual Aid Program for weather related and/or staffing emergencies.
At Tuesday’s aldermen meeting, the board unanimously approved:
• Bill No. 3513, which amends city code regarding the appointment of a temporary city administrator.
• Bill No. 3514 to authorize the mayor to execute contingency allocation agreement No. 4 between the city and Energy Solutions Professional, LLC for additional requested HVAC duct-work for Old City Hall.
• T&R Electric’s bid for new transformers as recommended by Director of Public Works Mark Nash. The city will pay T&R Electric a total of $14,985 for 15 transformers.
Walden also gave a presentation outlining some of the city’s ongoing projects.
The board approved road closures Oct. 22 on Iron St. Fourth St. and Fifth St. for an Octoberfest musical festival event.
Representatives from Town Screens, LLC presented to the board regarding services they can provide to the city.
During closed session, the board voted to appoint Sally Burbridge as the temporary city administrator effective Sept. 1. Walden’s contract continues through Aug. 31.
